### Motivation
We haven't updated the Kubernetes client-java version in the past due to
missing e2e integration tests for Pulsar Functions Kubernetes Runtime and
Secrets integrations.
### Modifications
- Upgrade Kubernetes client-java version to 23.0.0
- Add end-to-end integration tests that use light-weight k8s cluster (k3s
running in Docker)
- This will help avoid regressions in Pulsar Functions Kubernetes runtime
- It would be possible to write e2e tests for OIDC Kubernetes runtime
integration using a similar approach
