subsequent rounds may stabilize because the limiter starts enforcing the 
average rate correctly, the initial spike can exceed the intended limit by a 
large margin, creating unpredictable load and potential service impact.
   
   Dispatchers have a slow start. They start by dispatching one entry 
(`dispatcherMinReadBatchSize=1`) at a time. Does the problem really exist that 
you are describing? What kind of impact is really observed?
