Review Comment:
   An internal interface could be used, not an interface that is exposed on the 
public API. I'm assuming that it doesn't make much sense to allow users of the 
API to call `setTracingSpan` since it's something that only the PIP-446 tracing 
implementation should be calling internally. Is this the correct assumption?
