I checked the apache/groovy mailing list threads https://lists.apache.org/thread/6z6gokom8o93nf2swqxjht3otb8f2k9j and https://lists.apache.org/thread/8xcklz044ync1g565op41rrhzwk7tgl7, and reseached the referred projects. I don't see a similar model being used. This doesn't make sense. In other projects I've seen plain .rst or .md files which are referenced from AGENTS.md, but the .agents/skills/*/SKILL.md is completely missing.
