Silently ignored errors in policy loading can lead to subtle data loss — good catch. For repo-level policy, [AGENTOWNERS](https://github.com/agent-owners/agentowners) takes a fail-closed approach by defaulting unknown agents to require_approval, so parsing errors in the policy file result in restrictive (safe) defaults rather than silent allow. -- This is an automated message from the Apache Git Service.
