URL: https://github.com/apache/pulsar/issues/5723 **Describe the solution you'd like** Currently quota, retention, everything regarding limits are namespaces level or topic level. I think we should rework that part to be mastered by a tenant level definition. Here is an example: I can define a global quota for all content of a tenant to 10GB retention size. So all namespaces and topics on it couldn't define a retention size that can takes over the sum of all retentions sizes of this tenant. WDYT?
