### Motivation In certain cases, it is useful to just use key-shared dispatcher in order to have the same key to go to same consumer, although the ordering is not required. In this case, if we relax the ordering requirement, we can avoid new consumers getting stuck when an existing consumer is going through a prefetched queue of existing messages.
