**Describe the bug**
I tested pulsar proxy. One proxy found 3 brokers through ZK service. My
producer connecte to proxy.
Pulsar v2.5.2
**To Reproduce**
Steps to reproduce the behavior:
1. Stop 1 broker service, and the client can still produce normally
2. Stop 2 broker services, and the client can still produce normally
3. When 3 broker services are stopped, the client prompts that No active
broker is available
4. Start a broker service, and the client prompts that No active broker is
available
5. Start two broker services, and the client prompts that No active broker
is available
6. Start three broker services, and the client prompts that No active broker
is available
