### Motivation
Currently, the fields' values couldn't be set properly by the Pulsar broker
config file(`broker.conf` or `standalone.conf`).
### Modifications
changed fields in `OffloadPolicies`
1. managedLedgerOffloadAutoTriggerSizeThresholdBytes
2. managedLedgerOffloadDeletionLagMs
