**Describe the bug**
In the failover cluster mode, consumers switch to the standby cluster and
report: Topic does not have schema to check
**To Reproduce**
Steps to reproduce the behavior:
1. Set failover cluster;
2. In primary cluster produce and consume data by replicate subscription;
3. Consumers switch to the standby cluster to consume topic;
4. Consumers report error "Topic does not have schema to check"
**Expected behavior**
Automatic replication of topic schema for primary cluster in standby cluster.
**Desktop (please complete the following information):**
- OS: centos7.2 ; pulsar2.6.1 on bare metal
**Additional context**
At present, the available solution is to explicitly create a topic schema on
the topic of the standby cluster.
