### Motivation
- previous version 2.10 is from May 2015
- maven-dependency-plugin version definitions are overridden in
pulsar-client-all and pulsar-client-shaded
### Modifications
- upgrade version to 3.1.2
- make maven-dependency-plugin version consistent
- remove explicit version definitions in pulsar-client-all
and pulsar-client-shaded
