**Describe the bug**
pulsar：2.6.1
When the broker does loadshedding, producer can see the following log：
Failed to create producer: Namespace is being unloaded, cannot add topic
Failed to create producer: 9276 lookup request timedout after ms 30000
Failed to create producer: Producer is already present on the connection
I think that for some reason the process of ServerCnx#handleProducer was
interrupted, and then the CompleteFuture corresponding to the producerId in
that ServerCnx couldn't complete or exception, causing the producer using that
connection to fail to connect.
