   ### Motivation
   Currently in MultiTopicsConsumerImpl the API allow to ‘setStartMessageId’ 
only from single message ID and this apply to all consumers in the 
MultiTopicsConsumerImpl.
   
   It is possible to add start message per partition / topic.
   
   ### Modifications
   add seek by Function
