### Motivation 1）Now, we cannot disable `MaxConsumersPerSubscription` in any level of Policy 2） The Namespace level MaxConsumersPerSubscription cannot be deleted as long as it is set 3）The default value of the namespace level is incorrect, and the broker level data will be returned ### Modifications Let the disabling take effect Add remove api ### Verifying this change The deleted API can run normally Policy can be disabled -- This is an automated message from the Apache Git Service.
