Thanks for creating this issue. I'm actively working on it, but I haven't found a clear root cause yet. What I've noticed, however, is that the client consumer has the correct number of permits, but the broker Consumer is getting negative permits. (The `totalAvailablePermits` on the dispatcher is 0 on one broker, and on another broker, the `totalAvailablePermits` on the dispatcher is negative.) What's strange is that some people do not seem to experience this issue in their clusters, so it seems that there may be a configuration that toggles the issue. -- This is an automated message from the Apache Git Service.
