### Motivation
- contains security fix for sonatype-2021-0789
- fix is https://github.com/netty/netty/pull/11429
- Pulsar code is not impacted.
- main benefit is that it clears the security scanning report which flags
netty-codec 4.1.63.Final as vulnerable with a high threat level
### Modifications
- bump Netty version to 4.1.66.Final
