`cgset -r memory.swappiness=1 actions_job` changes swappiness, but I'm not
sure if that it enough. Another option could be to remove the cgroups setting
from `/etc/docker/daemon.json`. It's currently configured with `{
"cgroup-parent": "/actions_job" }`
