The REST api to attach a ResourceGroup to namespace takes the name of
ResourceGroup in the body of the HTTP request.
Since it is a simple string we should modify the REST api to take the name
of the ResourceGroup in the URL itself instead of the payload. This will also
fall in line with the other REST apis under the Namespace hierarchy.
