**Describe the bug**
Standalone start workService and transaction cannot open at the same time.
**To Reproduce**
Steps to reproduce the behavior:
1. change standalone.conf ```transactionCoordinatorEnabled=true```
2. start standalone. will not use transaction
1. change standalone.conf ```transactionCoordinatorEnabled=true```
2. start standalone -nfw. can use transaction
**Expected behavior**
can use workService and transaction at the same time.
