### Motivation
The events page is rather out of date. We have had other groups link to it
for an event, but the event was not on this page because it hasn't been updated
in 11 months.
I added in links to the Pulsar Summits and to the new groups that have
formed. This page still needs some more work, but this is at least an
improvement. I will get more fixes in soon.
### Modifications
Added the summits to the top and added a section that covers the replays of
past events.

This change is a trivial rework without any test coverage.
