### Motivation
BlobStoreManagedLedgerOffloaderBase.class is the base class used to test
BlobStoreManagedLedgerOffloader, but this name is easy to mistakenly think that
this is not a test-related class.
### Modifications
Change the class name from BlobStoreManagedLedgerOffloaderBase to
BlobStoreManagedLedgerOffloaderTestBase.
