### Motivation
The resources page has not been updated in over a year. This file creates
the structure of the page.
Created two sections for older articles so that they be moved to the bottom.
Latest ten or so will remain at the top.
Also started to combine items that have multiple parts.
We will need to restructure the page at some point soon, but this will at
least make things more useful to a visitor.
