### Motivation
There is a set of Jetty metrics logged for REST API calls that is not
included in the Pulsar Metrics documentation. Examples: `jetty_requests_total`,
`jetty_requests_active`, etc. This adds a Jetty metrics section.
### Modifications
In `reference-metrics.md`, adds a Jetty metrics subsection under Broker. The
subsection includes a table that lists all the metrics, their types, and their
descriptions.
Adds this change to the files within `versioned_docs` and `website-next` as
well.
