   Describe the bug
   1、初始bundle数量90个，分别对这90个bundle进行如执行以下命令进行拆分
   命令：“bin/pulsar-admin namespaces unload --bundle 0xf1c71c2a_0xf49f49ac 
vstream-tenant/vstream-ns”
   2、执行unload操作，如以下命令：
   命令：bin/pulsar-admin namespaces unload vstream-tenant/vstream-ns
   
   
   
   To Reproduce
   1、执行完unload后，报错500

   2、出现业务流量波动

   3、zk上bundle数量未变化，还是90个
