### Motivation
We should not generate the statistics of a uninitialized PendingAck,and we
should check if it is initialized when we get it by `getStoreManageLedger()`.
### Modifications
Do not generate the statistics of a uninitialized PendingAck.
Add check if it is initialized when we get it by `getStoreManageLedger()`.
