Master Issue: #12863 ### Motivation Pulsar support consumer to batch-ack the messages. But when enabled batch ack, the broker didn't decrease the unacked-msg . see `individualAckNormal ` https://github.com/apache/pulsar/blob/7f5b9740281c0f4a0ede8be93274cb60974a4ba7/pulsar-broker/src/main/java/org/apache/pulsar/broker/service/Consumer.java#L382 Therefore, if consumer consumes with ack and negative-ack randomly like #12863, the consumer will be blocked as it reaches `maxUnackedMessagesPerConsumer`. ### Modifications - Decrease `unackedMessages` count when call `individualAckNormal` and `individualAckWithTransaction`. ### Documentation - [x] `no-need-doc` -- This is an automated message from the Apache Git Service.
