I found a special case,
For metadata namespace under tenant `pulsar`, We don't assign an affinity
group to metadata namespace .
If the num of bookie that not in any region is not enough, this will cause
topic like `pulsar/hiden-ip:8080/persistent/healthcheck` under metadata
namespace don't work properly.
SO, I think we should Exempt these topics from strict affinity strategy.
