**Is your feature request related to a problem? Please describe.** For current compaction logic, it will compact topic message into the compacted ledger, which is stored in BookKeeper. We'd better offload the compaction ledger into tiered storage. **Describe the solution you'd like** Offload the compacted ledger into tiered storage.
