   ### Motivation
   pulsar version：2.8.1
   In the pulsar cluster, there are some errors:
   
   Check grafana monitoring and I found ：

   By checking the code, I found that only elapsedSeconds==0 can cause this to 
happen。In addition, this will lead to wrong unload equalization action。
