Yes, but with v2, I think the idea is to avoid using `clusters`. So, user don't have to create `/admin/clusters/<MY_CLUSTER>`. is that right? if yes, then `failure-domain` which is created under `/admin/clusters/<MY_CLUSTER>` can't be used if broker is not using clusters with v2. is that right?
