Developers should be able to checkout the River source tree, open one or more
projects in their IDE of choice and start working with the code.
- Most IDEs have version control friendly project configuration files we can
upload into the repository.
- The build process should be improved to be more IDE friendly, while keeping
the ability to easily setup CI builds.
- Break the River source tree up into multiple smaller IDE projects
