Summary: Source distributions should not contain jar files.

The source distributions currently contain the distributable jar files for
'asm' and 'velocity', which are used to build various River components. Since
Apache releases should include only source code, and possibly small test jars

these need to be removed from the source release and moved to a 'dependencies'
distribution.
