Closing without merging, by maintainer decision: the three-way inconsistency (export / cleanup / list disagreeing on the topic window) is real and your api-spec sync was thorough, but we are not taking this shape of the fix. The gap stays on our follow-up list, and the missing assertion (the topic window remaining one hour after the change) would have been the blocking item either way.
