## Summary
- **User Management redesign**: fixes the actions-column horizontal overflow
that clipped the
enable switch and delete button; moves the enable/disable switch into the
Status column and keeps
the role switch in the Role column; aligns columns per the list
conventions (tag columns centered,
reading columns right); `size="small"` rows (57px -> 41px); session
overview becomes a single-row
metric strip; the lone "My Account" card is gone (change-my-password moves
to the page header);
the sessions modal widens to 1300px so its table no longer scrolls
horizontally, and its status
tags no longer show the contradictory "Active + Inactive" pair.
- **Instance list region filter**: a region Select derived from the loaded
instances (the list is
unpaginated, so filtering is client-side and triggers no extra request).
- **Audit dashboard**: the Top Operations / Resource buckets render
localized operation names
("Create Topic") instead of raw `CREATE_TOPIC` codes, one line per bucket
row; adds presentation
and i18n for the alert-delivery operation codes.
- **Cluster Alerts hub**: `/ops/alerts`, `/ops/system-alerts` and
`/ops/alert-deliveries` now render
one hub page with four tabs (Cluster Alerts / Alert Events / Alert
Deliveries / Cluster Events);
the sider drops the two separate entries and the old URLs land on their
tab. Child pages gain an
`embedded` mode whose header actions portal into the tab bar row instead
of taking a second row.
- **Cluster Events tab**: surfaces the control-plane changes the ops audit
already records
(broker/cluster config updates, broker restarts, proxy config reloads and
address changes) via a
new comma-joined `operationTypes` filter on `/api/audit-logs`; also widens
the alert-events actions
column so its right-aligned links no longer overflow onto the time column.

- [x] `npm run build` + full `vitest run`: 167 files / 2037 tests green
- [x] Backend `Audit*Test` green; server module compiles
- [x] Deployed to the shared test machine and verified in headless Chromium:
users page table
`clientWidth == scrollWidth` (no horizontal scroll), sessions modal
1252/1252, hub renders the
four tabs with real cluster-event rows, button rows measured on a
single line at 1600 and 1366
