With only thread-scoped subscribers, a parallel test thread without capture() could cache Interest::never() and disable the callsite for the capturing test too, which lost events (e.g. test_fifo_local_retry_increments_delivery_attempt_until_dlq on MacOS-15). Install, once in tests, a no-op global subscriber that keeps every callsite at Interest::sometimes(), so each event asks its own thread's subscriber.
