1. My problem as follows:
- I have a topic (name:**order-changed-event**) with many tags(such as :
CREATED, PAID, REFUND_DONE).
Yesterday, I added some subscriptions and I found that **partly
subscribe successful and partly unsuccessful**, I couldn't find the reason,
thinks for help.
- Before yesterday, tag:PAID had 7 subscribe, it works, and i add 16
subscribe at this tag, this problem appeared.(sometimes, it has 7 + 16
subscribe, sometimes it only have 7 subscribe)

linux 2.4 for x86_64
go version go1.17.5
