### Summary
pop retry topic cannot be deleted due to length exceeding 127 bytes
We have already supported autoMessageVersionOnTopicLen, but when deleting a
topic, it is being intercepted due to the length limitation of the topic. I
believe that there is no need to validate the length or other criteria when
deleting a topic, as long as it exists, it should be deletable.

Delete topic error,
