   ### Before Creating the Enhancement Request

   - [X] I have confirmed that this should be classified as an enhancement
rather than a bug/feature.

   ### Summary

pop retry topic cannot be deleted due to length exceeding 127 bytes

We have already supported autoMessageVersionOnTopicLen, but when deleting a
topic, it is being intercepted due to the length limitation of the topic. I
believe that there is no need to validate the length or other criteria when
deleting a topic, as long as it exists, it should be deletable.

   ### Motivation

    Delete topic error,
%RETRY%XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX%XXXXXXXXXXXXXXXXXXXX%TOPIC_3828186
   com.alibaba.rocketmq.client.exception.MQClientException: CODE: 1 DESC: The
specified topic is longer than topic max length.
