### Summary
Currently, the retry policy only worked while we have too many request
error. And also all kinds of error will be retry.
### Motivation
In order to make the retry more suitable for all kinds of error, we need
design some more retry policy for custom.
### Describe the Solution You'd Like
- Firstly, we need check the error type to avoid retry on some code
- Secondly, we need backoff retry even it is not too many request error.
Because most cases the fail is temporal
and will last for some short time, to make attempt success we need wait
for a small time, otherwise we will quickly run out of attempts.
