Draft PR #515 is available for the first atomic ARCH-01 contract slice
described above.
It adds the versioned tri-state capability catalog, conservative configured
defaults, `GET /api/clusters/{id}/capabilities`, focused tests, and the API
specification in exactly 7 files. Local verification: 183 backend tests,
Checkstyle/package, Node 20 lint/build, and live Compose-network endpoint
serialization.
The upstream fork workflow is currently awaiting the repository maintainer
approval required by GitHub Actions (`action_required`), so I am keeping the PR
in draft until CI actually runs and passes.
