The PR is mergeable and the implementation remains unchanged from the
independently reviewed and locally verified HEAD, so I am marking it ready for
review.
Landing order with draft #515 remains safe and explicit: if this
authentication PR lands first, #515 will rebase onto it and add the exact
`USER` policy row for `GET /api/clusters/{clusterId}/capabilities` together
with its handler. No stale policy row is introduced here.
