shihaomq closed issue #10812: [Bug] controller模式同城容灾实现，在跨机房容灾切换（DR failover）场景中，Controller Leader 切换到另一个机房后，SLAVE Broker 的心跳只发送给了 LEARNER/Follower Controller，而非 LEADER Controller。LEADER 永远收不到 SLAVE 心跳，导致 SLAVE 无法被加入 brokerLiveTable，进而无法进入 SyncStateSet URL: https://github.com/apache/rocketmq/issues/10812
