### Which Issue(s) This PR Fixes - Fixes #10871 ### Brief Description StatisticsBrief now rejects non-positive slot counts, non-increasing ranges, buckets wider than their value range, and aggregate slot counts that cannot fit the backing array. The focused tests cover every invalid shape plus a valid sampling path. ### How Did You Test This Change? - mise exec [email protected] -- mvn -pl common -DskipITs -Dtest=StatisticsBriefTest test (4 tests passed) - Checkstyle and SpotBugs passed in the same Maven reactor. - git diff --check and the 400-line scope gate passed. - Not run: full repository build, container tests, or end-to-end tests. -- This is an automated message from the Apache Git Service.
