### Summary
Adds the first dedicated unit test suite for `TopicVO`, the topic row
rendered by the topic list and detail views.
### Changes
-
`server/src/test/java/org/apache/rocketmq/studio/instance/topic/TopicVOTest.java`
- `freshVoCarriesEmptyState`: queues/counters at zero, references null.
- `settersRoundTripRepresentativeFields`: type, perm, counts and remark
round-trip.
### Testing
- `mvn -B test -Dtest=TopicVOTest` passes (2 tests, all green).
