### Summary
Adds the first dedicated unit test suite for `AclCapabilitiesVO`, the
capability record returned by the ACL capability endpoint.
### Changes

`server/src/test/java/org/apache/rocketmq/studio/instance/acl/AclCapabilitiesVOTest.java`
- `exposesAllRecordComponents`: instance/vendor/type plus read-write
support flags surface.
- `equalityFollowsRecordComponents`: record equality and hash behaviour.
### Testing
- `mvn -B test -Dtest=AclCapabilitiesVOTest` passes (2 tests, all green).
