### Summary
Adds the first dedicated unit test suite for `BrokerRouteVO`, one broker
route row of the topic route response.
### Changes
-
`server/src/test/java/org/apache/rocketmq/studio/instance/topic/BrokerRouteVOTest.java`
- `builderDefaultsDescribeEmptyRoute`: readability flags false, counts
zero.
- `allArgsCarryRouteState`: addresses, replica counts, perm and flags
round-trip.
### Testing
- `mvn -B test -Dtest=BrokerRouteVOTest` passes (2 tests, all green).
