Reworked onto current trunk as requested. #4339 already covers disabled-account dummy verification; the residual gap was unknown usernames returning 401 without a dummy PBKDF2 derivation. This patch now only burns `DUMMY_PASSWORD_HASH` for unknown accounts before the uniform 401, plus a regression test. -- This is an automated message from the Apache Git Service.
