ci: run workflows from master and carry over the ASF repo settings (#4380)
RocketMQ Studio becomes the master branch, so the CI triggers follow it
and the CI-only frontend image tag drops the retired branch name.
.asf.yaml and the stale workflow are copied from the previous master:
ASF infra and scheduled workflows only read them from the default branch.
