CI follow-up for head `5796e467cb005920d909fa501fd92bd9a5537091`: [run 36167938282](https://github.com/apache/rocketmq-dashboard/actions/runs/36167938282) ended with `startup_failure` before any jobs were created. Its annotation says `docker/setup-buildx-action@v3` and `docker/build-push-action@v6` are not allowed by the repository's Actions policy. This is the same existing workflow/policy mismatch [reported on #5102](https://github.com/apache/rocketmq-dashboard/pull/5102#issuecomment-5834046625). This PR does not modify `.github/workflows/ci.yml`; upstream build and test results remain unavailable until that mismatch is resolved.
