### Which Issue(s) This PR Fixes - Fixes #3138 ### Brief Description Adds a read-only fleet resource inventory to the Instance page. - Loads complete paginated Topic and Consumer Group inventories for the selected instances in bounded batches of four. - Keeps Topic and Consumer Group identities separate and annotates same-name resources with every instance where they occur. - Preserves successful instance results when one resource kind fails and reports the exact failed kind. - Rejects stale updates by request generation, including a fleet change while a load is in flight. - Supports name/configuration search plus kind, instance, vendor, and shared-name filters. - Exports exactly the visible rows as CSV. - Includes Chinese and English copy and focused utility/component coverage. ### How Did You Test This Change? ``` cd web npm test -- src/utils/fleetResourceInventory.test.ts src/components/__tests__/FleetResourceInventoryDrawer.test.tsx src/pages/instance/__tests__/InstancePage.test.tsx --pool=threads --maxWorkers=1 ``` Result: 3 files, 41 tests passed. ``` npm run lint -- --quiet npx tsc -b ``` Both passed. `npm run build` reaches the repository's existing license gate and fails on `toggle-selection` source/license metadata before emitting the bundle.
