- Fixes #4155
### Brief Description
Re-submits the previously reviewed change (supersedes #4476, which was
auto-closed by the stale bot after 7 days without activity) rebased onto
current `master` at `0228dad5` — no conflicts. The K8s certificate inventory
can be exported as CSV with the active filters applied; PEM content is never
included in the export, which stays consistent with the server-side private-key
redaction from #4555.
### How Did You Test This Change?
Run on the rebased branch (`df317158`):

0 errors (11 pre-existing warnings in unrelated files)
```
The test `exports the filtered certificate inventory without PEM content`
asserts the redaction behaviour on top of the current `master` changes.
